China‘s government announced a revised territorial baseline on November 10. China has unilaterally defined the baseline
of “territorial waters” around Scarborough Shoal in the South China Sea. This
“contested” shoal is within the Philippines’ EEZ, but China has effectively controlled it.
The Philippines’ government has protested with Beijing against this unilateral action and issued a statement claiming
that China’s announcement lacks a legal basis on November 12.
