What is happening in East Asian Maritime Security? The Research Institute for Peace and Security (RIPS) publishes the biweekly newsletter, “East Asian Maritime Security (EAMS)” and updates the information on maritime security relevant to East Asia and Japan's territory.

 

Statistical Data and Analysis (as of November 18)

In November, Russian and Chinese military vessels have sailed near Japanese territorial waters. The Chinese aircraft carrier, “Liaoning,” and its escort vessels have successively navigated in the waters south of Japan. Th Liaoning has conducted hundreds of take-off and landing exercises. On November 11, the Japan Maritime Self-Defense Force for the first time identified Russian Yasen-class SSN near Cape Soya.

China-Philippines tensions are on the rise over Scarborough Shoal in the South China Sea. Both countries have passed new laws regarding territorial waters, including Scarborough Shoal. There are concerns that Chinese assertiveness will exacerbate tensions that has been rising in recent years.

Japan Coast Guard (JCG) daily updates the statistical data on the number of China Coast Guard vessels entering in the contiguous zone around the Senkaku Islands and intruding into Japanese territorial waters. The below is from the website of JCG.

Japan Air Self Defense force confirmed two Chinese military aircrafts, one Y-9 ELINT type and Y-9 Patrol type, flew from the East China Sea on October 28. These aircraft crossed the Miyako Strait to the Pacific Ocean. After circling over the Pacific, Y-9 Patrol type returned to the East China Sea through the Miyako Strait.

JASDF also confirmed one UAV(BZK-005), flew from the East China Sea on October 28. It crossed the Miyako Strait to the Pacific Ocean and turn around to the East China Sea.

Japan Maritime Self Defense Force (JMSDF) confirmed Chinese naval vessel, Dongdiao class surveillance ship (hull number791), sailing west in the waters 70km northeast of Tanegashima on October 30. This vessel subsequently crossed the Osumi Strait and sailed into the East China Sea.

   JMSDF confirmed two Chinese PeoplesLiberation Army naval vessels, one Luyang III class destroyer (hull number 124) and Jangkai II class frigate (hull number 531), sailing southeast in the 130km northeast of Miyako Island on November 1. They subsequently crossed the Miyako Strait toward the Pacific Ocean.

JASDF confirmed a Chinese UAV (TB-001) flying from the East China Sea on November 3. This UAV crossed the Miyako Strait and flew into the Pacific. Chinese UAV then crossed the Miyako Strait again and return to the East China Sea.

    Japan, the U.S. and South Korea conducted joint aerial drills after North Korea launched ICBM. According to the South Korean Joint Staff, this joint exercise took place in the east of Jeju Island. This exercise involved US B-1 bombers and F-16 fighter jets. Japanese F-2 fighters also participated in the drill.

JMSDF has confirmed three Chinese Peoples Liberation Army naval vessels in the waters 720 km south of Miyako Island on November 4. This squadron consisted of one Admiral Kuznetsov class aircraft carrier Liaoning (hull number 17), one Renhai class destroyer (hull number 106) and one Luyang III class destroyer (hull number 165). The Liaoning had conducted take-off and landing exercises. This squadron then navigated to the South China Sea.

  Philippine President Ferdinand Marcos Jr. has signed two laws to secure the Philippines maritime zone. These laws reaffirm the Philippines maritime territories and right to natural resources including in the South China Sea.

   Chinas foreign ministry condemned these laws and hinted at the possibility of counter action.

JMSDF confirmed four Russian naval vessels sailing west 80km northeast of Cape Soya on November 11. This group consisted of one Udaloy class frigate (hull number 543), one Marshal Nedelin class tracking ship (hull number 331), one submarine salvage vessel, and one Yasen-class nuclear attack submarine (SSN). This is the first time that JSDF has identified Russias most advanced Yasen-class SSN.

Chinas government announced a revised territorial baseline on November 10. China has unilaterally defined the baseline of territorial waters around Scarborough Shoal in the South China Sea. This contested shoal is within the Philippines EEZ, but China has effectively controlled it.

The Philippines government has protested with Beijing against this unilateral action and issued a statement claiming that Chinas announcement lacks a legal basis on November 12.

Monthly Statistics on ScramblesOctober

 

Japan Joint Staff has released its monthly statistics on scrambles. In October, the Japan Air Self-Defense Force (JASDF) conducted 54 scrambles, and the number of scrambles decreased compared to September (59 times). More than half of the scrambles were against Chinese aircraft (32 times; the rest were almost Russian aircraft 22 times).

     Japan, the United States and South Korea conducted a joint exercise Freedom Edgein the East China Sea on November 13-15. This exercise involved vessels and aircrafts from the three countries, including Japanese Aegis destroyer Haguro and US aircraft carrier USS George Washington.

   China and the Philippines avoided a clash at the Second Thomas Shoal, a disputed shoal in the South China Sea. The Philippine navy sent personnel and supplies to the warship beached on the shoal without interference. Chinas Coast Guard explained the supply mission were conducted with Chinas permission. The Philippine Coast Guard has not responded to the claim.
