What is happening in East Asian Maritime Security? The Research Institute for Peace and Security (RIPS) publishes the biweekly newsletter, “East Asian Maritime Security (EAMS)” and updates the information on maritime security in the East Asia and Japan's territory.

Statistical Data and Analysis (as of October 29)

In October, the number of Chinese incursions into Japan's territorial waters and navigation in the contiguous zone around the Senkaku Islands remained at the same level as the previous month. In addition, Russian military aircraft approached Japanese airspace, and Russian and Chinese naval vessels jointly sailed around Japan.

Since last month, Russian and Chinese military vessels had sailed together near Japanese territorial waters. They crossed the Tsushima Strait and sailed through the Sea of Japan toward Cape Soya. After passing Cape Soya, they had sailed toward the Pacific Ocean. In October, They navigated the Pacific Ocean and returned to the East China Sea. They tried to circumnavigate around Japan.

  The Chinese aircraft carrier, ““Liaoning,” and its escort vessel have also navigated in the waters south of Japan. Liaoning has conducted hundreds of take-off and landing exercises.

In addition, Russian and Chinese military aircraft came close to Japanese airspace. On October 20, Chinese bombers and surveillance aircraft approached Japanese airspace in Okinawa. On October 22, Russian bombers and fighters approached Japanese airspace several times.

Japan Coast Guard (JCG) daily updates the statistical data on the number of China Coast Guard vessels entering in the contiguous zone around the Senkaku Islands and intruding into Japanese territorial waters. The below is from the website of JCG.

Japan Maritime Self Defense Force (JMSDF) confirmed 6 Chinese and Russian Military vessels sailing west in the 400km northeast of Okinotori-shima on October 11. This squadron consisted of four Chinese Peoples Liberation Army naval vessels and two Russian naval vessels: one Renhai class destroyer (hull number 104), one Luyang III class destroyer (hull number 117), one Jangkai II frigate (hull number 547), one Fuchi class oiler (hull number 889) and two Russian Udaloy class destroyer (hull number 548 and 564).

JMSDF has confirmed two Chinese PeoplesLiberation Army naval vessels on October 13: Admiral Kuznetsov class aircraft carrier Liaoning and Renhai class destroyer (hull number 103) in the waters 400km south of Yongaguni Islands. Liaoning had continuously conducted take-off and landing exercises.

JMSDF has continuously monitored several Chinese PeoplesLiberation Army naval vessels in the waters 130km northeast of Miyako Island from October 11 to 14. This squadron consisted of four PLA naval vessels: one Renhai class destroyer (hull number 104), Luyang III destroyer (hull number 117), Jangkai II frigate (hull number 547) and Fuchi class Oiler (hull number 889). This squadron then navigated through the Miyako Strait toward the East China Sea.

JMSDF confirmed two PLA naval vessels, one Luyang III class destroyer (hull number 134) and Jangkai II class frigate (hull number 530), in the waters 80km northwest of Uotsuri-jima on October 9. These vessels crossed the strait between Yonaguni Island and Taiwan, and then returned to the East China Sea through the Miyako Strait.

Monthly Statistics on ScramblesSeptember

 

Japan Joint Staff released its monthly statistics on scrambles. In September, Japan Air Self Defense Force (JASDF) conducted 59 scrambles, and the number of scrambles was the same as in August (55 times). the most scrambles are against Russian aircrafts (45 times; the rest were Chinese aircraft). This is the first time that Russian in the six months that the number of scrambles to Russia has exceeded that of Chinese.

  Chinese Coast Guard spokesperson said that Chinese Coast Guard vessels warned Japanese fishing boat to leave the territorial waters around the Senkaku on October 15-16.

  Hitoshi NAKAMA, a member of the Ishigaki City Council, denied China's announcement that it had expelled a Japanese fishing boat from its territorial waters around the Senkaku Islands. Mr. Nakama posted on his X that there is no fact that Japanese fishing boat was expelled.

Japan Air Self Defense force confirmed two Chinese military aircrafts, one Y-9 ELINT type and H-6 bomber, flew from the East China Sea on October 20. These aircraft crossed the Miyako Strait to the Pacific Ocean. After circling over the Pacific, they returned to the East China Sea through the Miyako Strait.
